Re-engineering change in universities is about delivering transformation of vision, streamlining the change process as a result, completely re-inventing the system pertaining to higher efficiency and better services. This kind of study checked out re-engineering enhancements made on Nigerian schools for top quality output with focus on complications militating against quality improvement in Nigerian universities; methods universities can be re-engineered intended for quality improvement and the advantages of re-engineering change in universities. The framework helping this operate is the kaizen model of continuous incremental improvement. Three exploration questions and two ideas were presented to guide this research. It adopted a descriptive study design with a population of most academic personnel and administrative staff (Deans of Faculties and HODs of various Departments) of university of Port-Harcourt from which a sample scale 327 academic staff and administrative staff were driven. Questionnaire labeled " RCNUQ” was used since the operational instrument, which has been validated and a trustworthiness index of 0. 83 was decided using test-retest method. Mean and get ranking order had been used to answer the research queries and z-test was value to test the hypothesis at 0. 05 significant level. The findings revealed that the issues militating against quality improvement in Nigerian universities contain: leadership inability, students' poor attitude to academic achievements, inadequacy of research, deficiency of teamwork amongst lecturers and students, lecturers' attitudes towards commercializing assessment grades and project supervision, poor quality of lecturers, entrance based on " who is aware of who”, raising high cost of education and insufficiency of infrastructural facilities; Universities can be re-engineered for quality output throughout the provision of informed and transformational command system, team-work among staff and learners, maintenance of personal discipline among the academic personnel, adopting exclusive sector bureaucratic techniques such as business procedure Re-engineering, entry based on value, focus on ongoing improvement efforts and re-positioning the poor managerial assumptions. The study recommended that knowledgeable and visionary leadership program should be encouraged in Nigerian universities, there ought to be self-discipline between academic personnel of educational institutions, and team-work should be urged for knowledge sharing and generation of useful suggestions.

Re-engineering difference in universities is all about bringing alteration of vision, simplifying the change method thus, completely re-inventing the system for higher productivity and better providers. Re-engineering is known as a fundamental rethinking and redesigning of organizational processes to obtain improvement in cost, top quality, speed and services. Re-engineering strives to counter poor responsiveness to customer requirements (Wilmot, 1994).

Expansion better education has led to a need intended for improved productivity in administrative services, along with a greater selection and flexibility in degree programmes. Re-engineering change in higher education concentrates on the creation of knowledge and innovations, as well as how to manage the caliber of higher education to serve the changing needs of the society. The creation of knowledge and innovation begins with identifying the existing and future requirements of college students and the culture. Hence, there exists a shift going on from closed innovation to spread out and network innovation.
